Russia-Ukraine conflict: Repeated UN Security Council meetings on Ukraine keep up pressure on Russia

UNITED NATIONS— The UN Security Council — which on Monday held a session on the plight of women and children in Ukraine — will hold another meeting next week on the humanitarian situation there, in a bid to keep pressure on Russia despite its veto power over the powerful body, diplomats said.

The new meeting, proposed by France and Mexico, will “focus on refugees, third-country nationals and human trafficking,” said a diplomat on condition of anonymity.

Monday’s meeting was proposed by the United States and Albania, with the latter country’s ambassador to the UN, Ferit Hoxha, announcing that that he and his UN partners would continue denouncing the Feb 24 invasion of Ukraine even if Moscow, “with its veto, has taken this Council hostage, preventing it (from) deliver(ing) security in Ukraine.”

Since the beginning of the war, the Security Council has held 15 meetings and the United Nations General Assembly has voted three times on the war, first condemning the invasion on March 2, then calling for the protection of civilians on March 24 and finally suspending Russia from the Human Rights Council on April 7.

Abandoning emergency meetings, even after massacres like the killings on Friday in Kramatorsk which left some 50 dead, the members of the Security Council who are leading the initiative on Ukraine have chosen instead to hold regular sessions on the war and to return to the issue of Ukraine at every opportunity, according to several diplomats.

Some of their counterparts however believe that pushing Russia even further into isolation would be counterproductive, the diplomats said, or that too many sanctions might kill any hope for multilateralism, and argue that the Council should do diplomacy and not become a place for public relations.

When Russia was removed from the Human Rights Council in the General Assembly, a minority of six out of the Security Council’s 15 members — the United States, Britian, France, Ireland, Norway and Albania — voted in favor.

Three were against –Russia, China and Gabon — and six abstained: India, Brazil, Kenya, Ghana, Mexico, United Arab Emirates.

Russian firm shuts major Burkina gold mine for security reasons – currently under terrorist threat

OUAGADOUGOU— Russian gold producer Nordgold has announced the shutdown for “security reasons” of the Taparko mine in northern Burkina Faso which has been plagued by deadly jihadist violence.

“We hereby come to advise you of the cessation of our mining activities at the Taparko Mining Company due to… security reasons”, said Alexander Hagan Mensa, managing director of Nordgold’s local subsidiary Somita.

The decision was taken because “the whole area around our operating sites, including the Ouagadougou-Dori road, is currently under terrorist threat”, Hagan Mensa wrote in a letter to workers dated April 9.

“Despite costly investments in security, the company is still not safe from the growing threats to facilities and staff.”

The Nordgold official said that in recent weeks access to the site had become “almost impossible” with the lives of staff endangered.

Owned by the Nordgold, the Taparko mine, located in the Centre-Nord region about 200 kilometres north of the capital Ouagadougou, employs some 600 people and is the biggest privately owned mine in the country.

A plan to evacuate the workforce has been drawn up, said Hagan Mensa.

One of the poorest countries in the world, Burkina Faso has been ruled by a military junta since January.

Northern Burkina Faso is a flashpoint for attacks by Islamist insurgents who started making bloody cross-border raids from neighbouring Mali in 2015.

Their campaign has claimed some 2,000 lives and displaced some 1.8 million people.

Russia-Ukraine conflict: Ukraine President speaks to African Union chair, set to address bloc

KIEV— Ukrainian President Volodymyr Zelensky has been granted leave to address the African Union as he seeks the continental bloc’s support against Russian aggression in the ongoing war.

Zelensky spoke to the AU Chairperson and Senegalese President Macky Sall on Monday with reports emerging that their conversation touched on an AU statement in February that called for an immediate ceasefire and a return to negotiations.

In the telephone conversation, Zelensky told the AU chair of Ukraine’s “struggle against invasion and heinous crimes of the Russian aggressor”, according to a tweet.

“Had a phone conversation with African Union Chairman, President Macky Sall. Noted the statement of African Union dated 24.02 on respect for Ukraine’s sovereignty & territorial integrity. Informed about our struggle against the invasion & heinous crimes of the Russian aggressor,” a tweet on Zelensky’s Twitter timeline read.

In DAKAR, Senegal President Macky Sall also confirmed the conversation via a tweet: “I thank President Zelensky for his call today. We discussed the impact of the War in Ukraine on the world economy and the need to favor dialogue for a negotiated outcome to the conflict. I also noted his request to make a communication to the AU.”

African nations have been divisive in response to Russia’s invasion of Ukraine. Senegal was among 17 African countries that abstained from a vote at the UN on a resolution demanding that Russia ends its military operations in Ukraine.

Russia-Ukraine conflict: Oil opens higher as OPEC warns of tight supply and Russian sanctions loom

LONDON— Oil futures rose early on Tuesday, reversing sharp losses from the prior day, as the market weighed the potential for more sanctions on Russia’s energy sector and OPEC warned it would be impossible to increase output enough to offset lost supply.

Brent crude futures were up 85 cents, 0.9per cent, to $99.33 a barrel, and U.S. West Texas Intermediate contracts were up $1.04, or 1.1per cent, to $95.33 a barrel at 0019 GMT.

Both contracts had settled down around 4per cent on Monday amid concerns that coronavirus lockdowns in China would dampen demand for fuel and ahead of a massive oil reserve release by International Energy Agency (IEA) members.

The European Union is drafting proposals for an EU oil embargo on Russia in the wake of its invasion of Ukraine, some foreign ministers said on Monday. However, there is currently no agreement among members on crude from Russia, which calls its actions in Ukraine a “special operation”.

“The oil market is still vulnerable to a major shock if Russian energy is sanctioned, and that risk remains on the table,” wrote Edward Moya, a senior market analyst with OANDA.

“Oil prices will play tug-of-war here as crude inventories remain low, but energy traders will struggle to shake-off these steady announcements of new COVID restrictions in China,” he added.

Tuesday’s rise in oil markets also followed a warning from the Organization of the Petroleum Exporting Countries (OPEC) that some 7 million barrels per day of Russian oil and other liquids exports could be lost due to sanctions or voluntary actions, and that it would be impossible to replace those volumes.

IEA member nations are planning to release some 240 million barrels over the next six months in a bid to calm volatile oil markets, of which 180 million will be released from U.S. stockpiles at a rate of 1 million bpd starting in May.
