Board Charters Key In Enhancing Service Delivery

Uasin Gishu County Public Service Board (CPSB) Chairperson Francesca Boen has reiterated the importance for all the devolved units’ Public Service Boards to develop Board Charters that will help in the implementation and discharging of their key constitutional and statutory mandate for great impact. Speaking at her Kapseret Sub County Offices, Boen noted that since they came to office in 2019, the board had made significant progress in implementing its mandate by charter, which has enabled a robust county Public Service to ensure effective service delivery to the residents. ‘Staff motivation is a very critical component for attracting employees, retaining and increasing their levels of productivity. As a board, we have played a critical role in staff motivation in many ways,’ she said. ‘We developed a board charter, which has for the period we have been in office allowed us to discharge our constitutional and statutory mandate in a very convenient and professional manner,’ said Boen. The chairperson added that to motivate staff and enhance service delivery in different departments, they were able to promote several staff including 339 nurses and o112 clinical officers which was effected in July last year. Boen said to strengthen industrial relations, the Board has held talks with the labour unions in the County on various matters raised by members and held consultation sessions with the county chief officers, which has informed most of the decisions of the Board on staffing issues. ‘As a board, we have also participated in Corporate Social Responsibility (CSR), where we have donated 100-seater tents and chairs to the Uasin Gishu county Hospital to facilitate the smooth running of services, ‘said Boen. She also emphasized that the board is looking forward to engaging in more different areas that will enable it to carry its role as per the county government Act of 2012 and also in undertaking its smooth operation in liaison with the different departments and the executive. The Chairperson indicated that the board is in the process of launching policies that will guide the employees in the County. One of the policies is the code of ethics and conduct and the human resource manual, which is reviewed from the 2016 edition and also the delegation policy that will guide the chief officers on the areas that they need on how to handle staff in their respective areas. Others present during the event were the Board’s Vice Chairperson Mr. Paul Lagat, Chief Executive Officer Mr. Silas Ronoh among other members.
