DVLA earns reputation as technologically sound Authority – CEO


Mr Kwasi Agyeman Busia, Chief Executive Officer of the Driver and Vehicle Licensing Authority (DVLA), has said the regulatory body has been successfully transformed into a world-recognised technology-driven establishment.

He said the Authority’s commitment to a complete overhaul, beginning in 2017 placed technology at the heart of service transformation, earning close to 100 individual international awards and recognition.

The CEO was addressing a ceremony to officially commence the 2024 mid-year review conference of the vehicle authority in Ho.

He said processes for various services by the Authority have been streamlined for maximum delivery with the deployment of systems and technologies that set the pace for the industry,

Mr Busia said: ‘Over the past seven years, we have embarked on a transformative journey to streamline and enhance the business processes of the Authority.

‘Recognising the critical importance of efficiency and transparency, we have implemented comprehensive reforms that have revoluti
onised how we serve our customers and stakeholders in fulfilling our mandate.

‘One of our key initiatives has been the digital transformation of our service delivery. Leveraging innovative technology and innovative solutions, we have simplified and accelerated processes such as vehicle registration, license issuance, and regulatory compliance.’

Mr Busia stressed the centrality of advanced IT infrastructure and digital solutions to the transformation, resulting in enhanced delivery.

‘In the era of rapid technological advancement, DVLA has embraced innovation as a cornerstone of our operational strategy. Over the past seven years, we have transitioned from traditional, manual processes to harnessing innovative technologies that have revolutionised our operations and service delivery.

‘As a result of these efforts, the DVLA has earned a reputation as a technologically sound Authority committed to leveraging innovation for the public good. Our successful integration of innovative technologies has not only imp
roved efficiency and transparency but has also set a new standard for excellence in the road transport sector.’

In what turned out to be an emotional speech as this year’s review is his last, the CEO proposed forward strategies to sustain the lead in vehicle regulations.

He commended the staff of the Authority for embracing change and said sustainability should remain the focus for management as the world continued to evolve.

‘This year marks 25 years of existence of the regulatory body, and the review meeting is being organsed on the theme ‘Driving Forward 25 Years of Transformation and Service.

Among the successes of the present administration is the increment of office networks from 26 locations to 32 with five new locations in the offering.

The Authority also boasts of 66 satellite locations scattered across the country.

Mr Frank Davies, Chairman of the Board said the CEO deserved praise for uplifting the Authority, and that the achievements rewarded the dedication of the entire Board and management
.

‘I must say on record that members of the Governing Board, have no shred of regret of devotedly giving their hearts out to serve this Authority diligently,’ he said while announcing the commissioning of new ultramodern regional officers as well as planned commencement of new edifices for new and underserved regions.

‘Indeed, the narrative of DVLA has changed to a positive one of which the Governing Board is very proud. Continue to give your clients the best of attention with utmost care and delight and cheer, which is the driving force of paradigm shift in this current dispensation of business operation,’ he encouraged staff at the event.

Mr Frederick Obeng Adom, the Deputy Minister for Transport, opened the meeting and said Ghana’s growing automobile manufacturing industry presented new frontiers for the licensing authority which should ‘build capacity to play its role in driving innovation in the sector.’

Present at the opening was Dr. Archibald Yao Letsa, the Volta Regional Minister who spoke of the
regional impact of the service transformation and expressed appreciation for the planned establishment of a modern service location in the Hohoe Municipality of the Region.
